Who We Are
The Water and Sanitation Corporation (WASAC Group) was established by the Government of Rwanda in September 2023 to oversee the country`s water and sanitation services. The group operates through two subsidiaries: WASAC Utility, which delivers water and sanitation services, and WASAC Development, which is responsible for developing water and sanitation infrastructure.

Our History
WASAC Group Ltd is responsible for managing water and sanitation services in Rwanda, with the Government of Rwanda as its sole shareholder. Founded in September 2023, the company operates through two subsidiaries: WASAC Utility, which provides water and sanitation services, and WASAC Development, which focuses on developing water and sanitation infrastructure. This restructuring aims to enhance service delivery and help the country meet its water and sanitation objectives.
Although WASAC Group is newly established, the history of water and sanitation services in Rwanda dates back to 1939 when the colonial administration founded "REGIDESO" to supply water, electricity, and gas to Rwanda-Urundi. In 1963, REGIDESO was divided into two separate entities for Rwanda and Burundi. In 1976, REGIDESO Rwanda became ELECTROGAZ, which held a monopoly on water and electricity production and distribution in the country. After the 1994 genocide, rapid urbanization led to increased demand for water and electricity, emphasizing the need for expanded capacity. In 1999, a law was passed to end the monopoly, allowing independent producers to enter the market.
In 2003, ELECTROGAZ entered a management contract with Lahmayer International and Hamburg Water Works to restructure, but the contract was terminated in 2006, and management was returned to the Government of Rwanda. In 2008, ELECTROGAZ was split into two entities: RECO (Rwanda Electricity Corporation) and RWASCO (Rwanda Water and Sanitation Corporation), following a new law. In 2010, these companies merged to form EWSA (Energy, Water, and Sanitation Authority). However, after four years of operation, the government restructured EWSA into two independent entities: REG, responsible for energy development, and WASAC, which evolved into the current WASAC Group, tasked with managing water and sanitation services in Rwanda.
