Cabinet Appoints New WASAC Group Board and Managing Director for WASAC Utility

Kigali, 22 December 2025. A Cabinet meeting chaired by His Excellency President Paul Kagame on Wednesday, 17th December 2025, approved the appointment of Maxime Mwiseneza as the Managing Director of WASAC Utility Ltd, replacing Jean Berchmans Bahige, who had been serving in an acting capacity.
Prior to his appointment, Mr. Mwiseneza, a civil engineer, was the Acting Deputy Director General of the Rwanda Transport Development Agency (RTDA). He holds a Master’s degree in Construction Project Management from Heriot-Watt University, among other academic qualifications.
On 22 December 2025, the Chief Executive Officer of WASAC Group, Dr. Asaph Kabaasha, presided over the official handover ceremony at WASAC Utility, marking the transition from Acting Managing Director Jean Berchmans Bahige to the newly appointed Managing Director, Maxime Mwiseneza. During the ceremony, Dr. Kabaasha commended Mr. Bahige for his leadership and contribution during his tenure and warmly welcomed Mr. Mwiseneza to the WASAC Group, assuring him of close collaboration and wishing him success in his new role.

Mr. Bahige, who also serves as Director of Commercial Services at WASAC Utility, expressed gratitude to the management and staff for the support he received during his five-month tenure as Acting Managing Director. After outlining the company’s performance and key issues, Bahige highlighted that his leadership ensured operational continuity after Ms. Gisele Umuhumuza’s appointment as Permanent Secretary and pledged full support to the new Managing Director.
Before officially assuming office, Mr. Mwiseneza thanked the Government for the trust placed in him and pledged to uphold strong values to positively transform WASAC Group’s image. He called upon all WASAC Group staff to demonstrate professionalism, exemplary conduct, and collective commitment toward achieving the company’s mission of delivering sustainable water and sanitation services to all.
WASAC Utility, which is responsible for water and sanitation service delivery, is one of two subsidiaries under the Water and Sanitation Corporation (WASAC Group). The Group was established by the Government of Rwanda in September 2023 to oversee national water and sanitation services. The second subsidiary, WASAC Development, is mandated to develop water and sanitation infrastructure.
In addition to the Managing Director’s appointment, Cabinet also approved the appointment of the WASAC Group Board of Directors, composed of Chew Men Leong as Chairperson, Dederi Wimana as Vice Chairperson, and members Jean Pierre Nshimyimana, Albert Munyabugingo, Juliette Kavaruganda, Gemma Maniraruta, and Juliet Gakwerere.
