WASAC Group Partners with Cenfri to Boost Data Driven Decision Making

Kigali 02 October 2025. WASAC Group has partnered with Cenfri Rwanda Ltd to improve data management and analysis for better decision-making in water and sanitation services, with a focus on generating actionable insights and building internal data capabilities.

The partnership was formalized through a Memorandum of Understanding (MoU) signed on May 27, 2025, with a planned duration until April 30, 2027. The MoU outlines a framework for joint efforts to develop a context-appropriate data strategy, identify and access relevant datasets, and build in-house data capabilities aligned with WASAC Group’s business objectives.

As part of the ongoing collaboration, on October 1, 2025, WASAC Group CEO Dr. Asaph Kabaasha hosted the Cenfri team to review the implementation of the MoU and discuss key findings from Cenfri’s ongoing assessments. These assessments include a descriptive analysis of WASAC Group’s customer base, mapping of the water distribution network, and an investigation into the causes of non-revenue water—water that is produced but not billed due to factors such as leaks, theft, or metering inaccuracies.

Commenting on the partnership’s progress, Hennie Bester, Director of the Rwanda Economy Digitalization Program at Cenfri said: “We are very grateful for the cooperation we have received since the start of our partnership. It is still early days, and as we learn more about the WASAC Group and its operations, we will be able to improve our analysis and support. I also anticipate that the WASAC Group will, in the process, enhance its data-gathering capabilities and the quality of its data. This is a learning process for both parties, and for us, success will mean full, independent data competency at the WASAC Group that no longer requires our support.”

The collaboration underscores WASAC Group’s strong commitment to leveraging data for improved understanding of customer needs, greater cost-efficiency in network expansion and future planning, identification of operational inefficiencies across the value chain, and better integration of data sources for comprehensive ecosystem visibility, including sanitation services.
