REQUEST FOR PROPOSALS (RFPS) FOR LICENSING OF SUPPLIERS FOR THE IMPORTATION AND SALE OF DOMESTIC WATER METERS

Water and Sanitation Corporation Group (WASAC Group) Ltd is a public utility responsible for providing water and sanitation services across Rwanda. In order to improve the efficiency and availability of domestic water meters for individual household connections, WASAC Group, through its subsidiary, WASAC Utility Ltd, is shifting from direct procurement to a private sector driven model.
Tender Details
The Water and Sanitation Corporation Group Limited (WASAC Group Ltd) invites sealed proposals from eligible and qualified suppliers for the Leasing of Domestic Smart Water Meters. These meters will support both prepaid and postpaid configurations, and are intended for households, public institutions, and private water users.
This initiative aims to:
Improve billing transparency and operational efficiency.
Modernize the water metering system with smart metering technology.
Reduce non-revenue water and enhance water usage monitoring.
Bidders are expected to demonstrate proven experience, supply capacity, and compliance with technical specifications outlined in the Request for Proposals (RFP) documents.
📦 Submission Requirements:
Proposals must be submitted in sealed envelopes clearly marked:
“RFP for Leasing of Suppliers for Domestic Water Meters – Reference No. 11.07.053/63/FP/PROC/24-25/CDO” by 17/07/2025 at 09:30 AM Local Time. Both submissions will be opened the same day at 10:00 AM, in the presence of bidders or their representatives.
