In a significant initiative to improve service delivery and promote national values, the Ministry of National Unity and Civic Engagement (MINUBUMWE), in collaboration with the Water and Sanitation Corporation (WASAC Group), organized the Itorero programme for WASAC Group employees.

The training sessions, held in March and May 2024, brought together 1,302 staff members to instill Rwandan cultural values, proper behavior, and the importance of providing clean water, sanitation, and hygiene.

Conducted in Nkumba, Burera District, Northern Province, the programme aimed to build a better Rwanda by training participants in national vision and civic responsibilities. The first cohort in March included 392 participants, the second from May 2nd to 12th included 415 staff members, and the third from May 17th to 25th included 495 employees.

Participants engaged in self-evaluation, traditional dance, martial arts, parades, and dialogues on topics such as the liberation struggle history, civic engagement, critical thinking, financial literacy, and mental health. These activities aimed to enhance performance and encourage positive changes within WASAC Group.

Dubbed “Indemyabuzima,” participants pledged to enhance technology in service delivery, reduce non-revenue water from 42.5% to 25% by 2035, and promote Rwanda’s true history and values. They committed to fighting genocide ideology, supporting ethical behavior in service provision, and countering negative perceptions of the country.

Emmanuel Byiringiro, an accountant at WASAC Group’s Karongi District Branch, highlighted the transformative impact of the programme on their attitude and service delivery. Clemence Mukashyaka, Commercial Field Officer, echoed similar sentiments, emphasizing the importance of understanding Rwanda’s history and vision.

Julienne Uwacu, Executive Director of Itorero and Culture Promotion at MINUBUMWE, commended the collaboration and urged participants to apply their learning in both professional and personal contexts. She emphasized WASAC Group’s commitment to providing clean water to everyone and the significant contributions the Itorero programme would make to national development.

Jean Berchmas Bahige, the Acting Commercial Director at WASAC Group, said that the group will now focus on improving their relationship with clients. “This includes educating people on how to use household-installed water metres, understanding the payment process, including pay slips, and more.”

The Itorero programme was laso attended by WASAC Group officials, including CEO Prof. Omar Munyaneza, Gisele Umuhumuza, Managing Director of WASAC Utility Ltd, and Dominique Murekezi, Acting Managing Director of WASAC Development Ltd. Prof. Munyaneza emphasized the importance of cultural values in delivering water and sanitation services and improving overall service quality.
