WASAC Group and Transparency International Rwanda Join Forces to Combat Corruption

Kigali, 13 June 2025 — The Water and Sanitation Corporation (WASAC Group) has officially signed a Memorandum of Understanding (MoU) with Transparency International Rwanda, marking a significant step toward enhancing transparency, integrity, and accountability in public service delivery.

The MoU was signed by Prof. Omar Munyaneza, Chief Executive Officer of WASAC Group, and Ingabire Marie Immaculée, Chairperson of Transparency International Rwanda. The agreement seeks to bolster collaborative efforts in fighting corruption and promoting good governance within WASAC Group.

Key areas of cooperation outlined in the agreement include:

  • Sharing information to improve transparency within WASAC Group;

  • Publicizing actions taken against corrupt personnel;

  • Encouraging citizens to report corruption-related incidents;

  • Promoting accountability at all service levels;

  • Training WASAC Group staff on the risks of corruption and best practices in prevention and response.

"Transparency International Rwanda’s annual research reports have shown that WASAC Group has faced several corruption allegations in its service delivery. This MoU is a step forward in addressing those challenges by promoting information sharing and preventive measures, particularly in water service delivery. It also supports our ongoing internal reforms aimed at enhancing service quality and transparency," said Prof. Omar Munyaneza.

As part of its anti-corruption initiatives, WASAC Group dismissed 27 employees last year following convictions related to corruption. These dismissals came after investigations into 50 reported corruption cases, which have had a notable impact on service efficiency.

In her remarks, Ingabire Marie Immaculée commended WASAC Group for its proactive stance.

“We truly commend this bold initiative. Clean water is a basic human necessity, making WASAC Group’s services not only vital but also subject to intense public scrutiny. Fighting corruption requires strong political will, and we are pleased to see WASAC Group demonstrating such commitment. We believe this partnership will lead to increased transparency and better service delivery,” she said.

The MoU becomes effective immediately and will remain in force for an initial period of three years, with the option for extension through mutual written consent.

The signing ceremony was witnessed by Madam Gisele Umuhumuza, Managing Director of WASAC Utility, and Mr. Apollinaire Mupiganyi, Executive Director of Transparency International Rwanda.
